The whole piece is by Deltron 3030, which is really a collaborative project led by producer Dan the Automator. The rapper goes by Del Tha Funkee Homosapien, and I've read he's Ice Cube's cousin. He's also part of Dan the Automator's latest project, Gorillaz.
